Sergius S. Pavlov
is a Ukrainian and German legal scholar, attorney, and human rights advocate. He holds a Ph.D. in Law in the specialization Theory and History of State and Law; History of Political and Legal Doctrines.
He is a member of the Bamberg Bar Association (Germany), the International Federation of Journalists (Brussels, Belgium), the National Union of Journalists of Ukraine, the National Bar Association of Ukraine, and the Union of Lawyers of Ukraine.
His research focuses on legal traditions, international law, comparative law, legal history, and human rights, particularly the human right to life and the right to peace.
Pavlov is the author of the concept of the Legal Value of the Human Right to Life and the concept of the Equilibrium of Law.
He is the author of the monograph Law and Counterrevolution: The Confrontation of the Western Legal Tradition (2023), prepared with the support of VolkswagenStiftung within the framework of the project Formation of a New Tradition of European Law at the University of Bayreuth (Germany). In this work, he further develops the methodological approach of Harvard Law School Professor Harold J. Berman and his seminal study Law and Revolution: The Formation of the Western Legal Tradition (1983).
Pavlov began his legal career in 2002 as a volunteer at the Legal Clinic of the Vinnytsia Regional Organization of the Union of Lawyers of Ukraine. In the same year, he won first place in the All-Ukrainian Student Olympiad in Law.
Education: Institute of International Relations, Taras Shevchenko National University of Kyiv; Interregional Academy of Personnel Management; postgraduate studies at the National University “Odesa Law Academy”.
Since 2006, he has been admitted to legal practice as an Attorney-at-Law in Ukraine.
Since 2005, he has been engaged in legal scholarship. Under the supervision of Professor Yurii M. Oborotov, Honoured Lawyer of Ukraine and Doctor of Law, he conducted research and, in 2010, successfully defended his doctoral dissertation entitled Legal Traditions of Ukraine.
From 2010 to 2023, Pavlov served as Associate Professor and Professor at leading universities in Ukraine and Germany, including the National University “Odesa Law Academy”, National Pirogov Memorial Medical University (Vinnytsia), Vinnytsia Institute of Kyiv National University of Trade and Economics, and the University of Bayreuth.
From 2016 to 2022, he was an expert, lecturer, and member of the Committee on Medical and Pharmaceutical Law of the National Bar Association of Ukraine.
In 2018, following a cassation appeal submitted by attorney Serhii Pavlov in case No. 127/10583/17, the Supreme Court restored the application of the principle of legal reciprocity between Ukraine and Canada in private international law. According to a statement by Deputy Minister for European Integration Serhii Petukhov, this decision became the basis for intergovernmental negotiations concerning the possibility of concluding an international treaty between Canada and Ukraine on cooperation in civil matters.
In 2019, he participated in the national selection process for candidates for the position of judge of the European Court of Human Rights on behalf of Ukraine.
Pavlov is the author of more than thirty academic publications.
